Counterpower comes in three forms

- For example, refusing to work
- Physical
- For example, refusing to co-operate, non-violent direct action
There are four stages of couterpower
- Consciousness
- Building collective thinking
- Coordination
- Building a team
- Confrontation
- When action begins
- Consolidation
- Action shifts - eg: from one protest to full movement
