Panopticon

A prison where the watchman can see into every prisoners cell.

The idea being that the prisoners self-regulate their behaviour because they might be being watched.

Foucoult spoke of this idea more broadly as 'biopower' - the fact that we might be being monitored means we regulate our behaviour. It is a form of power that targets the population.
